Angola and Mozambique Sign Five Strategic Cooperation Agreements in Luanda
LUANDA, May, 2025 — Mozambican President Daniel Francisco Chapo began a two-day working visit to the Republic of Angola on Friday, at the invitation of his counterpart, President João Lourenço. The visit focused on strengthening historical bilateral ties and boosting economic cooperation between the two southern African nations.
The highlight of the first day was the signing of five landmark legal instruments that reinforce the friendship between Angola and Mozambique while paving the way for shared development goals.
"It is both an honor and a privilege to be here in Luanda on my first official trip abroad as President of the Republic of Mozambique," said President Chapo in a joint statement following a private meeting with President Lourenço.
President Chapo expressed deep gratitude to the Angolan government and people for their support during Mozambique’s recent electoral process. "We felt the warmth, solidarity, and cooperation from our Angolan brothers, especially in matters of defense and security," he added, referencing Angola’s backing in the fight against terrorism in Cabo Delgado.
President Lourenço reaffirmed Angola's commitment to regional solidarity, particularly in assisting Mozambique during times of instability. "We hope the dark cloud of terrorism soon passes so Mozambique can fully focus on its development agenda," he stated.
Signed Agreements: A Roadmap for Cooperation
The meeting concluded with the signing of five key agreements:
Air Services Agreement – Facilitates permanent air connectivity between Maputo and Luanda, aimed at easing travel and trade.
Merchant Marine and Ports Cooperation – Promotes joint efforts in maritime safety, hydrography, and workforce training, all vital to economic development.
Social Action and Gender Equality MoU – Encourages policy exchanges to support families, people with disabilities, and social workers.
Cultural Cooperation Program (2025–2028) – Establishes a cultural exchange framework to reinforce the nations’ shared heritage and artistic collaboration.
Tourism Agreement (INFOTUR-INATUR) – Strengthens institutional ties between Angola's and Mozambique's tourism boards to explore joint opportunities.
President Chapo emphasized the establishment of a joint technical monitoring team to oversee the implementation of the agreements. "Mozambique is Angola, and Angola is Mozambique. We are one people, and together we must continue working for the prosperity of our nations," he said.
Both leaders agreed that the next chapter of their countries’ relationship must focus on economic growth, social equity, and long-term regional stability. President Lourenço concluded, "The liberation struggle that once united us must now become a shared mission for development, justice, and prosperity."
